Road 991 – the corridor linking National Highway 51 with the Cai Mep – Thi Vai deep-water port cluster and Ho Chi Minh City Ring Road 4 – is entering the site clearance stage on both sides of National Highway 51. Ho Chi Minh City Transport Consultant Joint Stock Company (TDC) is the survey and design consultant (using Building Information Modelling – BIM) for the Provincial Road 991 extension, from National Highway 51 to the Cai Mep – Thi Vai inter-port road.
Extension towards Cai Mep – Thi Vai port: compensation under way
The section through Phu My ward is about 3.72 km long. Compensation is estimated at around VND 450 billion for 126 households, covering more than 308,000 m² of recovered land. In the first payment round on 7 October 2026, the local authority paid VND 149 billion to 55 households.
National Highway 51 – Ring Road 4 section: boundary-marker package added
On 15 October 2026, the Ho Chi Minh City Management Board for Transport Construction Investment Projects approved an additional package for marking site-clearance boundaries on the Road 991 upgrade from National Highway 51 to Ring Road 4. The package is worth over VND 1.79 billion, to be awarded by shortened direct contracting in Q4/2026 and carried out within 30 days.
Key figures of the upgrade project:
- About 10.09 km long, from Phu My ward to Tan Thanh ward: a 3.13 km section from National Highway 51 to near the Bien Hoa – Vung Tau Expressway interchange, and a 6.96 km section from that interchange to the Ring Road 4 interchange.
- Design speed 80 km/h; 57 m cross-section with 4 motor-vehicle lanes, 2 frontage lanes, shoulders and a median.
- The junction with National Highway 51 includes a flyover, an underpass and three-level traffic organisation.
- Total investment of more than VND 8,330 billion from the local budget, including about VND 4,929 billion for compensation, support and resettlement and about VND 3,400 billion for construction.
- Construction is expected to start in Q1/2027 and finish in Q1/2030.
Once completed, Road 991, together with Road 991B, the Bien Hoa – Vung Tau Expressway and Ho Chi Minh City Ring Road 4, will form a continuous network serving the Cai Mep – Thi Vai port cluster and increase freight capacity from the port to national routes.
