In particular, during the recent Lunar New Year of the Dragon (Tet Nham Thin), because all levels, sectors and localities actively implemented measures to ensure traffic order and safety, traffic accidents decreased compared with the same period of the previous year.

In order to ensure traffic order and safety during the 30 April and 1 May 2012 holidays, the Prime Minister requests all levels, sectors and localities to focus on directing the effective implementation of tasks such as strengthening publicity campaigns on the mass media and through mass organisations to disseminate traffic order and safety laws, especially traffic rules, and to enhance law compliance awareness among road users. At the same time, they must warn of risks of traffic accidents, measures to prevent accidents and educate people on self-protection so that road users comply, particularly in preventing ferry sinking, motorcycle accidents and coach accidents.

They must step up patrols and traffic control, deploy additional traffic police, order police and transport inspectors to be on duty along arterial routes and in complex traffic areas with a high risk of congestion, and develop plans and measures for traffic organisation and regulation to promptly address congestion and prevent prolonged traffic jams. Efforts should focus on detecting and strictly dealing with traffic violations that cause accidents, such as speeding, using the wrong lane or carriageway, carrying more passengers than permitted (both on roads and inland waterways), not wearing helmets when riding motorcycles or mopeds, and using vehicles that are not technically safe to carry passengers, especially on main national highways such as National Highway 1 (NH1), National Highway 5, National Highway 51, National Highway 14 and National Highway 18; and handling the operation of motorcycles, mopeds and electric bicycles on expressways.

In major urban centres such as Ha Noi, Ho Chi Minh City, Da Nang, Hai Phong and Can Tho, plans must be deployed to prevent and stop illegal motorcycle racing.

It is necessary to strengthen the management of passenger transport, require transport and tourism enterprises to mobilise additional vehicles to carry passengers, commit to operating only vehicles that meet technical safety standards to carry passengers, and educate drivers to comply with regulations on traffic order and safety, focusing on road passenger transport.

Relevant agencies must regularly urge and inspect traffic safety at railway stations, coach stations, ports and ferry landings; resolutely suspend operations of vehicles that do not meet technical safety standards, vehicles carrying more passengers than permitted or vehicles driven by unqualified persons; and emphasise the role and responsibility of commune and ward People’s Committees in inspecting and supervising passenger transport activities at river-crossing ferry landings and tourist sites to ensure safety.

Vũ Đức

Prime Minister Directs Traffic Safety for 30 April and 1 May 2012 Holidays 11 April 2012, 11:12 GMT+7 On 6 April 2012, the Prime Minister issued Telegram No. 451/CĐ-TTg to the Ministry of Public Security, Ministry of Transport, Ministry of Information and Communications, People’s Committees of centrally governed provinces and cities, National Traffic Safety Committee, Vietnam Television and the Voice of Vietnam on ensuring traffic order and safety during the 30 April and 1 May 2012 holidays.

[64

post-1411","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-transport-sector-news","category-64","description-off
["GET
